BRUSSELS, Belgium: The European Union on Monday asked the World Trade Organization to rule on the legality of India’s high import duties for wine and spirits, claiming they hurt French winemakers and Scotch whisky producers.

The EU said it was acting for European wine and spirits businesses shut out from India’s “potentially large” market by duties that increase the price of imported alcohol fivefold.
